Poor implementation of PMGSY in Arunachal: Centre
Kiren meets Tomar on rural connectivity and water supply
ITANAGAR, Oct 12: Centre has expressed concern over poor implementation schedule of PMGSY works in Arunachal Pradesh.
Secretary (Rural Development), Govt. of India informed that 78 works, out of the 135 works sanctioned for Arunachal Pradesh, are pending for completion for more than 4 years. Consequently, more than Rs.300 crores is yet to be released by the Govt. of India under PMGSY to the State Govt.
This was disclosed when Union Minister of State for Home Affairs Kiren Rijiju met Minister of Rural Development, Panchayati Raj and Drinking Water Narendra Singh Tomar on the issue of rural road connectivity and drinking water in the border areas of Arunachal Pradesh on Oct 10. Meeting was also attended by Secretary (Border Management), Ministry of Home Affairs, Secretary (Rural Development), Secretary (Drinking Water) and other senior officers of the Govt. of India.
The Union Minister of Rural Development, Panchayati Raj and Drinking Water expressed concern over poor implementation schedule of PMGSY works in Arunachal Pradesh. Therefore, it was suggested to advise the State Govt. for early completion of the pending works and to strengthen the Institutional arrangements at the State level for implementation of the PMGSY and other road development schemes.
During the meeting both the Ministers expressed their concern at poor road connectivity and absence of drinking water network in the remote areas of Arunachal Pradesh.
There is a need to evolve mechanism for strengthening the rural roads and water supply network in this strategically important border State, they said.
In view of lack of availability of funds under PMGSY, it was broadly agreed that Ministry of Home Affairs will explore the options for alternate sources of funds for the rural road connectivity and drinking water supply. Senior officers of the Ministry of Home Affairs, while apprising about the progress on the issue of infrastructure development in Arunachal Pradesh, also assured of the priority action on the deliberations, so that the decision on the same is taken at the earliest.
Flood hit Dambuk remains cut off

ITANAGAR, Oct 12: Dambuk sub-division is cut off from the rest of world, as the heavy rainfall triggered flood snapped all surface communications on Sunday. Sources from Dambuk informed that the water level of both Dibang and Sissar Rivers are flowing at danger level with no sign of receding even after two days.
The only means of communication to cross turbulent Sissar River at western side of the sub-division is elephant ride during the summer.
ADC Dambuk Atul Tayeng informed The Arunachal Times that due to alarming increase in the water level of Sessar river, the elephants are unable to cross since the last two days. ADC further said that surface communication between Roing and Dambuk is also snapped as the Dibang River is flowing at danger level. The road between Bomzir and Bizari is also disrupted at 14 KM after flood swept away a Log Bridge.
"We are closely monitoring the situation at ground level. As of now there is no reason for panic" said ADC.
There is an apprehension that if rainfall lasts for a week, there may be food grain crisis.
Local MLA Gum Tayeng who is stationed at Roing is constantly in touch with district administration and the people regarding the flood situation. MLA has directed the ADC to be vigilant and take all necessary steps as precautionary measures to avoid extensive damage.
38th Foundation day of APWWS celebrated
Org asks for State Human Rights Commission
ITANAGAR, Oct 12: Arunachal Pradesh Women's Welfare Society (APWWS) has celebrated its 38th Foundation Day with participation of delegates from all over the state at Banquet Hall here on Monday last.
Attending the celebration as Govt representative, Parliamentary Secretary, education cum Govt spokesperson Felix Bamang assured to address the grievances raised by the Society regarding uplift of women and children in the state.
In her address APSCW Chairperson Mitali Tingkhatra said that equal treatment of both women must start from respective home to achieve gender equality. She further emphasized on education of girl child.
APWWS President, Gumri Ringu gave a brief background of the organization and its numerous achievements as well as challenges.
Former Women Commission chairperson Jarjum Ete also spoke on the occasion.
Delegations from Changlang district have shared its problems while dealing with drug peddlers in the district as well as threats from underground organizations operating in the district.
APWWS has also sought the support and intervention by respective district administration to further intensify the movement against opium and drugs menace.
Earlier, APWWS Secretary General Samnem Ngemu Lego submitted a six-point memorandum to the state Govt on behalf of the society with emphasis on setting up of State Human Rights and Child Rights Commissions as well as establishment of drug de-addiction centres.
Although Govt agencies are trying its best to protect and deliver justice, but crime against women and children are on the rise in the state, the memorandum said adding to ensure basic human rights establishment of Human Rights Commission is a must.
Informing that currently the State Women's Commission is looking after the functioning of the Commission for Child Rights, the memorandum also called on the Govt to ensure separate and independent State Commission for Protection of Chief Rights.
Codification of customary practices with modification, wherever applicable for the welfare of children and women is another long pending demand of the organization.
The Society has further called on the state Govt to establish opium and drug de-addiction Centres in affected districts. The APWWS branches in Changlang, Namsai, Lohit, Siang Valley, Londging and Anjaw have been working for years to stop opium cultivation and peddling of drugs and establishment of de-addiction centre will address the issue in right perspective, the memorandum read.
While demanding the recognition of women achievers by the State Govt, it further called for women cell in all the district headquarters as well logistic support for proper functioning of these cells.
To mark the day, a legal awareness programme on customary law and practices was also organized as part of the celebration with Member Secretary of Arunachal Pradesh State Legal Service Authorities Budi Habung as the resource person.
The APWWS Website (www.apwws1979.org) was also launched on the day.
Among others, Arunachal Pradesh State Information Commissioner Nanom Jamoh also attended the celebration.
It is also informed that a new team of the Women Society will be led by Dipti Bengia Toko and Kani Nada Maling.
The Aalo unit of Arunachal Pradesh Women Welfare Society, celebrated its 38th foundation day at Yomcha on October 10 with a call to womenfolk to take active part in the women's movements in the district.
ADC Rujum Raksap, ZPM Yiyom Yomcha and Anchal Chairperson Kajar Gamlin, who attended the function, hailed APWWS for relentlessly working for the cause of women.
Aalo unit of APWWS president Marbom Bagra, President Mothers’ Vision Jumde Gamlin and host of women activists from Aalo spoke on the significance of the day.
Women representatives from Tirbin, Yomcha, Liromoba and Aalo took part in the celebration.

Pema seeks central funds for model colleges, SSA
NEW DELHI, Oct 12: Chief Minister Pema Khandu has requested the Union Ministry of Human Resource Development (HRD) to switch over the funding pattern of Model Degree Colleges to 90:10 ratio as per the Rashtriya Uchatar Shiksha Abhiyan (RUSA) programmes.
Chief Minister requested Union HRD Minister Prakash Javedekar to change the funding pattern as mandated under RUSA for the ongoing works of the six degree colleges. Union Minister directed his secretary to put up a cabinet note immediately to change the funding pattern for Model Degree Colleges. He assured Khandu that it will be taken up as mandated under RUSA guidelines in similar lines to other programmes.
HRD Minister further agreed for establishment of Model Degree Colleges under RUSA as proposed by the state government against educationally backward blocks (EBB).
Drawing attention of the Union Minister towards Rashtriya Madhyamik Shiksha Abhiyan (RMSA), Khandu reminded that the Union Government had accepted the state government's proposal to enhance contractual teacher's salary under RMSA at par with that of SSA. He requested to enhance the salary of Trained Graduate Teachers (TGTs) @ Rs. 26,453/- per month under RMSA and informed that the state government is ready to issue a notification in this regard. The HRD ministry agreed in principle.
Highlighting the issue of salary release under SSA/KGBV, maintenance and stipend for the year 2015 -16 which has been pending with the Ministry, Javedekar directed the secretary concerns to address the issue promptly. He also assured to release first installment of SSA soon.
Chief Minister also requested for removal of No Detention Policy under new examination system mandated in tune to Comprehensive and Continuous Evolution (CCE) under RTE Act 2009. Minister clearly indicated that the matter has already been taken up for decision and hinted that state would be at their own liberty.
Javedekar while assuring all out support to the state to improve education scenario, said "development is possible only through education". He categorically advised the state government to facilitate the teachers to achieve the national goal of education. State should draw a special policy drive to recruit the subject teachers like maths, science and language so that it can contain the growing shortages being created year by year.

BRO ADG reviews road works in Siang valley
YINGKIONG, Oct 12: To speed up road projects in Shiyom and Siang valleys, ADG (East) of BRO Dr SS Porwal inspected and reviewed the progress of works on road from Tato to Manigaon and Bile to Migging.
Emphasizing on timely completion of the road projects, Dr Porwal informed that Ditte-Dime-Migging road would be improved to double lane specification in a time bound manner to ensure smooth mobility of armed forces.
Appreciating the current pace of works in the light of difficult terrain and bad weather conditions, he stressed on the need to augment capacity to execute the works through local hiring of plants and machineries and recruitment of highly skilled workers.
Commander of 761 BRTF SK Pradhan apprised the ADG (BR) of the steps taken to improve Moying-Janbo and Ditte-Dime-Yingkiong stretch of the road in last year and the current year's planning to improve Boling-Ditte-Dime and Janbo-Migging stretches.
Brig CC Jaleel, Chief Engineer and Lt Col Sameer Malik also participated in the review meeting.
Boarder Roads Organisation has 9 projects for road development in North Eastern states, out of which 4 projects are in Arunachal Pradesh. In order to fast track the projects, Govt. has recently created the office of ADG (BR) East at Guwahati to oversee and facilitate road construction activities on NE states.

Tashi takes up bad road condition with MEA official
TAWANG, Oct 12: MLA Tawang Tsering Tashi has apprised the visiting Joint Secretary, External Affairs Ministry Pradeep Kumar Rawat in Tawang regarding the bad road condition of the district during a meeting held on Wednesday in Tawang.
Tashi explained the hardships faced because of bad roads and how it has hampered the tourism industry resulting in negative impact on the economic growth of the district. Further pressing for clearance of the Lumla Tashigang road via Bhutan, he said that if cleared, it would serve as a boon for the locals as it would shorten the distance towards the neighbouring state Assam to a great extent and would enhance the tourism potential and possibilities of border trade.
Deputy Commissioner Sang Phuntsok added that an option of transshipment can also be explored till bottlenecks for complete clearance could be resolved and that the same could also be a major source of relief. The officer was briefed on the issues of compensation with respect to the land acquired for military establishment.
Further, highlighting on the geographic conditions and the landslides that have occurred in the recent past, HoDs informed that the funds received for maintenance of the infrastructure created is very meagre and if not addressed properly, the damages would outnumber the infrastructure development in spite of best efforts.
Further, DDSE Tawang stressed on the need of College and Institutes imparting vocational training within the district.
Rawat said that the district has immense potential for growth of Tourism. He also enquired about the developmental activities within the district. Taking note of the limited avenues, he advised to explore ways and means for revenue generation. Reiterating on the fact that young minds need to be trained accordingly, he pressed for need based skill development trainings.

Tacho seeks Centre’s support in sports sector
ITANAGAR, Oct 12: The Minister for Sports and Youth Affairs, Animal Husbandry Rajesh Tacho on Monday met Union Minister for Youth Affairs and Sports, Vijay Goel at New Delhi regarding various aspects related to the development of sports and youth affairs in Arunachal. Taking the opportunity Tacho submitted a memorandum to the union minister seeking centre's help upliftment of sports sector in the state.
Tacho sought setting up of atleast 10 sports school cum college in various parts of the state. He said this will help to tap the young talent at an early age and also offer them the opportunity to avail quality education.
Further, Tacho appealed Goel to sanction construction of another five new stadiums in the state as well as opening of five special area games (SAG) SAI centre.
"We have only one SAG centre at Naharlagun and another Sangay Laden Sports Academy at Chimpu (Itanagar).
These two fall within the capital complex only. If additional five centres (SAI) are granted in this current financial year, it would be of great benefits to the young generation towards promotion of quality sports in the State," the minister pleaded.
Further Tacho urged the union minister to help in state opening more number of youth hostels and also sought aid for improvement of manpower.
Goel told Tacho that he will personally look into all the point mentioned in the memorandum and promised his full cooperation in this regard.
Butterfly & bio-diversity meet draws overwhelming response

PASIGHAT, Oct 12: The 2 days butterfly and bio-diversity meet organized at Mebo and Pasighat on Oct 9-10 by a group of nature lovers of diverse professional backgrounds in coordination with Adi Baane Kebang Women Wing, East Siang drew overwhelming responses from public with a promise to observe a 'Butterfly Festival' next year.
The meets also aimed to promote tourism in the region and bring socio-economic benefits to the local populace while maintaining a balanced eco-system. The meet drew overwhelming response from public which was widely attended by students, Assistant Professors from JN College, Pasighat, various home-stay owners, NGOs and general public alike which prompted the organizers and stake holders to take a plan to organize a 'Butterfly Festival' next year.
"Our people are yet to realize its importance and role of butterflies in conservation of biodiversity and its role in tourism. Basically the programme was an attempt to emphasize on the importance of butterflies and how it can contribute to the growth of tourism", said Programe Coordinator, David Gao.
Welcoming the team of Butterfly and Bio-diversity Meet, Yalem Taga Burang, President, ABKWW, East Siang said that, "our people need to develop the passion for preserving,
protecting and conserving the rich biodiversity of the region which can create a positive outlook for flocking of tourism in the state."
Dr Joram Khopey, speaking on the objective of the butterfly meet stated that "our people lack awareness and have not yet realized the potentials of our region. He further said that, being blessed with rich biodiversity reserve in the country, the region can contribute a lot in tourism sector, especially eco-tourism.

District Tourism Officer, Yupia Tater Mize, appealed the members to club the concept of eco-tourism and home-stays for economic benefit of the rural folks and the unemployed as home- stay has a great potential in the region.

Neuropsychiatry, de-addiction ward soon at RKM as figure grows
World Mental Health Day
ITANAGAR, Oct 12: Ramakrishna Mission Hospital will soon have a dedicated ward for Neuropsychiatry and de-addiction.
This was informed by Psychiatrist Dr. Tame Kena while speaking at World Mental Health Day which was observed at the OPD of Ramakrishna Mission Hospital.
Dr. Kena said that there were 200-300 patients per month who attended the Psychiatric OPD. Normally treated illness are Depression, Panic and other anxiety disorder, Alcohol & Drug abuse, Psychosis pain disorder and also epilepsy and Neuro-Psychatriac complications associated with stroke.
Meanwhile, Dr Kena spoke on dignity in mental health - psychological and mental health first aid for all to mark the day.
The need for Psychological and Mental Health First Aid in the line of basic life support and Cardio Pulmonary Resuscitation, how general public can also do psychological first aid by emphatic listening, dignified approach to mental health and the need for understanding of the equal importance of mental and physical health were some of the topics that were covered during the event.
About 100 people attended the meeting including students of R.K. Mission School of Nursing, Doctors, nurses and the general public.
The world mental health day was observed at community hall, Balijan, Papumpare district by the Mental health program team in collaboration with the local administration. Community/PRI leaders, general public, departmental heads, NGOs, youth organizations participated enthusiastically.
Giving his keynote address on the theme of this year "Dignity in mental health - Psychological and mental health first aid", SPO(Mental health program) Dr.Haniya Payee, called upon the people to learn and provide basic psychological and mental health aid and support to the distressed individual in the same way as they do in physical health crisis.
Because of ignorance, poor knowledge, stigma and discrimination, mental illnesses are viewed differently, he said as he called for better understanding of mental health.
Clinical psychologist Nabam Yeni and Social worker Dagrik Gara spoke on Mental retardation, epilepsy & Myths and facts associated with mental illness respectively.
Arunachal Pradesh State Legal Service Authorities organized a one day workshop on Mental Health issues here at Don Bosco Youth Centre, Itanagar which was attended by a large number of participants from Women Helpline, Naharlagun, Childline, Itanagar, Arunachal Vivekananda Yuva Shakti, Para legal Volunteers and Skill Development participants from Don Bosco Youth Centre.
APSLSA Member Secretary Budi Habung spoke on the rights of the mentally ill person and the role of the legal services authorities both at the National, States and districts level. He also spoke on treating the mentally ill persons with dignity and equality as he underscored the need for more awareness.
Psychiatrist Dr N.A.Namchoom Ete said that mental health is a huge problem in the society and that everyone is affected in one way or the other. He said that mental health was curable with proper medication and treatment.
Clinical Psychologist Osunam Pertin explained about psychological first aid for patients with mental issues while stating that proper assessment is required at the time of counseling so that the persons do not harm themselves. She also spoke on the need for proper environment at homes.

Chindang festival of Miji community celebrated
TIPPI, Oct 12 : 'We have to preserve our tradition and culture and guide our children as well as younger generation to maintain our unique identity', said Parliamentary Secretary for Rural Development and Panchayat, Mama Natung in his address during the inaugural function of silver jublee celebration of Chindang festival of Miji community here on Monday last.
He further said that the state having more than 126 tribes and sub-tribes with different culture, tradition, values and dialects is unique with different tribes and communities living together. 'Our forefathers have taught us to preserve our culture and we have to maintain it lest the younger generation would forget everything and we may lose our identity', he added. Natung further appealed all to cooperate with the state government for all round development of the state.
Parliamentary Secretary for PHE&WS, Kumsi Sidisow said that celebration of festival of different communities identifies the importance of customary law, tradition and culture which have been prevailing from time immemorial and unite the people of the community.
Bhalukpong EAC, Tomo Riba also attended the function.
Earlier, festival celebration committee, General Secretary, Kalley Rijiju read out the mythology and elaborated on other cultural and ritual value.
The three-day long celebration which concludes on Oct 13 will witness cultural competition among various communities of the area besides, sporting events like volleyball, javelin, archery etc.
Mein inaugurates Krick and Bourry Memorial Hospital
KHARSANG, Oct 12: The 'Krick and Bourry Memorial Hospital' at Injan near Kharsang established by Miao Diocese was formally inaugurated by Deputy Chief Minister Chowna Mein on Wednesday.
The hospital is the first of its kind in the eastern belt of Arunachal Pradesh and the first initiative of Miao Diocese in health care sector.
Speaking at the inaugural function, Mein lauded the efforts of the Catholic Missionaries in rendering yeoman services, especially towards education and health sectors and termed the hospital as the greatest gift to Arunachal Pradesh.
Mein assured of governmental help for such initiatives taken for people's welfare.
Speaking on drugs problem particularly in eastern region of the state, Mein called upon all sections of the society to come forward and fight drugs menace.
Education Minister Honchun Ngandam took the opportunity to highlight the new plans and policies being considered by his department. He gave emphasis on the need to overhaul the education system in the state in order to meet the expectations.
Minister for WRD, Geology and Mines, Food and Civil Supplies Kamlung Mosang described the establishment of the hospital a blessing for the people of Miao sub-division in particular and adjoining districts in general.
Rt. Rev. George Pallapparimbil SDB, Bishop of Miao Diocese briefed on life of Father Krick and Father Bourry, who were killed in Arunachal Pradesh while on their way to Tibet in 1852.
As per records, Father Krick was the first person to introduce health service by any Catholic mission in this part of the state.
The Bishop also informed that the diocese has decided to open drugs de-addiction centre very shortly as an extension of the KBM Hospital.
The Sacred Heart sisters from Kerala are running the hospital. It has facilities of such as OPD, emergency wards, all types of blood testing, X-Ray, ambulance services. Moreover, the hospital will provide 24X7 services to the needy patients.
Dr. Rostom, Gynaecologist with years of experience is the incharge of the hospital.

Make Arunachal a peaceful place to live in, Kaso appeals
ITANAGAR, Oct 12: Parliamentary Secretary (Urban Development and Housing) Techi Kaso called upon the community based organizations and societies of the state to come forward and work in tandem to make Arunachal a peaceful place to live in.
The clarion call from the parliamentary secretary came while he on Wednesday attended the 7th foundation day of the Gyamar Gyaniu Welfare Society (GGWS) at Paga Tara, Jully village here.
While congratulating GGWS and its members Kaso appealed them to carry on with their noble social works and assured all possible support from his end.
He was also of the opinion that the fine system which is prevalent in the state when small accidents happen has to be evaded as it sends a wrong message to people from other states.
Earlier, the parliamentary secretary in the presence of IMC chief councillor Kipa Kaku laid the foundation stone for the Higia Burial Ground located at Chimpu.
Kaku in her short deliberation urged the members of the GGWS to be the torch bearers of peace.
GGWS president Gyamar Kuba in his speech highlighted the activities taken by the society till date.
Seeking financial support to maintain the burial ground, the GGWS president on behalf of the society also submitted a one-point memorandum to Kaso who in turn announced Rs 5 lakh from his MLALAD fund to carry on the necessary work.
Various cultural programmees that included dances and songs in Nyishi dialect, sports and literacy activities marked the day-long celebration.
Forum demands suspension of Labour Commissioner
ITANAGAR, Oct 12: Reacting to a news item regarding termination of two registering officers of Arunachal Pradesh Building & Other Constructions Workers Welfare Board (APB&OCWWB), Arunachal Pradesh Democracy & Anti-Corruption People's Forum (APD&ACPF) demanded immediate suspension of the Labour Commissioner cum Secretary and OSD to APB&OCWWB for allegedly defying directives of Chief Minister and their alleged atrocity meted out to senior Registering Officers of the Board.
Claiming that the Labour Commissioner cum Secretary Ojing Darung had always been in news for one reason or another, the Forum in a release stated that Darung was removed from the post of Member Secretary of the Board after several complaints were received from various trade unions for non implementation of various welfare schemes in 2013.
But, he was re-appointed in 2014 as the member secretary of the Board.
Recently, various organizations including All Arunachal Pradesh Mazdoor Union, All Arunachal Pradesh Motor Transport Workers Union, All Arunachal Pradesh Forest Workers Union, All Arunachal Pradesh Petroleum Workers Union, All Arunachal Pradesh Electrical Workers Union, All Arunachal Pradesh Government Departmental Labour Union, Arunachal Pradesh Democracy & Anti Corruption Peoples' Forum under the banner of Joint Working Committee of Registered Trade Unions of AP demanded ouster of Labour Commissioner cum Member Secretary for non implementation of various welfare schemes, APD&ACPF added.
"Saikia Yangda, who is from Department of IT and serving as OSD in the Board has no authority to sign termination orders. Only the Board can decide and issue such executive orders. They even over-ruled chairman's power and functions as conferred under B&OCW(R&CS) Act. 1996," APD&ACPF claimed.
APD&ACPF demanded CMO, Labour Minister cum Chairman APB&OCWWB and Chief Secretary to initiate disciplinary actions against the erring officers by immediately suspending them to set an example for other government employees of the state, who go against the directives of the government.

Where life in rural area is concern, without women a home is not a complete home but a mere shelter. As long as there is a woman, a home is well lit, warm, tidy and lively.
Rural life is very tough. Whether men or women, a tough body build and good health is necessary to keep the life going. Poor or non-performing health means road to poverty as one has to skip meals due to non-sufficient food stock. Poor health means less agriculture activities which mean less food stock for the family. The life of rural women revolves round the primitive method of agriculture, routine household chores and feeding the family. Despite putting in relentless work, agriculture output is low. Combining toiling in agriculture field under scorch heat and rain and routine domestic household chores, rural women work for long hours. Origin of 'Nyirmen Alo' (written as 'Xwrmen alo' in officially approved Galo script): As per some learned men of the Galo society, in olden days the 'Xwrmen alo' was celebrated by the name 'Nyirmen Bangi' ('Xwrmen Baqi'. It was celebrated every year during agriculture off season.
After harvest women feel relaxed. For a few months, until next agriculture season they feel like birds just released from the cage. The two or three months gap between harvest and next agriculture season, is the only moment for women to relax, sing and dance weaving clothes, small scale fishing(Tasum kunam) with cane knitted conical basket called 'raaju', collecting wild edible fruits, gathering of wild leafy vegetables etc
During these few months gap women choose a convenient day for celebration of 'Nyirmen alo'(Xwrmen alo). On that day women gather at 'dere' (community hall), burn fire in the middle of the dere, brew 'opo'(local wine). Who can crack good jokes they do, who can act and mimic others they do, some women even make up and dress like their male counterpart and start mimicking their voice and body movements. They perform ponu, recite 'kaben', 'aneyo anna' and narrate stories. Not only amusement but problems faced by women in the village are also discussed. On this day male members of the village do not interfere in the women's affair. After discussion decisions taken by women are conveyed to the male counterparts some other day. Problems ranges from narrow road, slippery road, repair of community drinking water points, helping a bed ridden ailing women.
Later, the decision taken by the women are referred to 'Doolu Baan kvba' ('General Meeting of The Village'). Village elders gather on a convenient day and decide to take all the necessary steps to solve the problems through community service by male members. History of the Nyirment alo (Xwrmen alo) indicate that in Galo society women's voices were never subdued. They had equal opportunity to raise their voices as their male counterparts.
As the villages got better road connectivity, more schools and college opened, access to Radio and TV become easily available, the age old trend of celebrating Xwrmen Alo became out of fashion. Modernity has changed the way of life due to which many traditional practices have gone in to oblivion. There was necessity of reviving this festival.
As per the decision of The Galo Welfare Society, (Head office Itanagar) Xwrmen Alo is celebrated every year on 15th October. 'The Day of Voice of Women', 'The Day of Women Empowerment' or simply 'Women's Day' are synonyms of 'Nyirmen alo'(Xwrmen alo). This day is dedicated to 'Women'. 568th birth anniversary of Sankardeva celebrated
ITANAGAR, Oct 12: Kristi Kendra, Naharlagun celebrated the 568th birth anniversary of Mahapurush Shrimanta Sankardeva, a colossal figure in the cultural history of Assam on Tuesday.
Satradhikar of Nikamul Satra of Tezpur, Assam Punyapad Deva Goswami delivered lecture on Sankardeva, who was a saint-scholar, great social reformer and thinker of Assam, and his contribution to Assamese life and culture.
The wall magazine 'Puberun 2016' was also opened by the Satradhikar.
PK Roy, GM, T.K. Engineering & Consortium Pvt. Ltd and Techi Rinchi, SMO, Tomo Riba State Hospital attended the function.
In his speech, Roy gave emphasis on unity among people of Assam and Arunachal.
Techi Rinchi highlighted on Sankardeva.
"Usha Kirtan", "Bhagawat Bhraman", 'Naam Prashanga', opening of wall magazine, open meeting, cultural programme like "Krishna Nritya", "Diha Naam", "Borgeet", "Jumura Nritya" etc were the main highlights of the programme.
Earlier on October 2, art, essay and quiz competitions were organised among the students in different categories as part of the celebration.
Sankar Jayanti observed at Pasighat
Our Pasighat Correspondent adds: The Sankar Guru Kristi Kendra, Pasighat in association of Assamese communities living in East Siang district of Arunachal on Tuesday celebrated 'Sankar Jayanti' with religious fervour.
The devotees on the occasion took out a cultural procession in and around Pasighat town paying homage to their Vaishnav Guru- Srimanta Sankardeva, which was followed by a discussion in the Kristi Kenda hall.
The Assamese people of Pasighat have been celebrating the festival at Pasighat since long past.

ITANAGAR, Oct 12: A Young Mission Adventure Club(YMAC), a capital based NGO in collaboration with Arunachal Pradesh State Cooperative Apex Bank Ltd Aalo Branch conducted Financial Literacy Counselling Camp(FLCC) at various places such at Darak, Pobdi and Yomcha under West Siang district recently. The objective of the camp was to create awareness among the students regarding opening of bank accounts to benefits various govt sponsored schemes including stipend. During the camp, Club also highlighted the importance of Aadhar Card enrollment for students.

1 killed in road accident
ROING, 12 Oct: An unidentified man aged around 35 years was killed, when he was reportedly hit by a Scooty on Meka-Koronu National Highway near Meka village on Sunday last, Roing Police said.
The accident occurred when the TVS Scooty bearing registration number AR16/3907 driven by one Gopal Rawat of Cheta II village along with a pillion rider hit the man killing him on the spot while returning to Roing from Durga Puja fair at Abali village, Police said.
"The accident occurred due to rash and negligent driving. The rider and the pillion rider also sustained injuries in the accident," informed OC SK Lenka
The unidentified body is still lying unclaimed in the District Hospital Roing and post mortem report is awaited. A case has been registered in Roing Police Station.
The OC also informed that they have intimated Shantipur Police Station about the incident with believe that he might have come from Assam to enjoy Puja.
ANSU denounces donation in its name
ITANAGAR, Oct 12: All Nyishi Students' Union (ANSU) has taken serious note on the reported collection of donation from the business community of Itanagar, Naharlagun and Nirjuli illegally by some individuals in the name of the union.
"ANSU never endorse any individual to collect donation in the form of cash or kind in the market. Donation in the name of the union without president and general secretary's endorsement is completely banned in the market. The ban is even applicable to central executive members of the union," ANSU said.
The students union appealed to the law enforcing authority and capital administration to take legal action against any individual who so ever are found to be indulging in donation activities in the name of ANSU in the market.
ANSU also urged the business community to directly inform the president and general secretary of ANSU, if there were such cases. It also strongly urged the market welfare committees to look into the matter seriously and act tough against such illegal activities.
NESCH seeks clarification from police
ITANAGAR, Oct 12: Northeast Support Centre & Helpline (NESCH) team met Deputy Commissioner of Police (East) Deepak Saharan at his office in Gurgoan, Haryana to seek clarification on false allegations of prostitution made against Northeast Women on 4th October which was widely reported in media including social networking sites.
As per information from DCP Deepak Saharan, 25 people were arrested out of which 15 are females and only 4 are from Northeast India.
DCP Saharan clarified that he never said there were 12 NE women but he only gave list of names to the concerned Nodal Officer for Northeast, Delhi Police. There is also no evidence that these ladies were indulged in prostitution.
This wrong information has gone viral in all the media and social media that has completely damaged the image of not only these four ladies but the name of Northeast women as a whole, said a statement.
NESCH has submitted a letter to DCP Deepak Saharan requesting him to carry out proper investigation and if necessary take action against those concern police and media for giving out such wrong information. Such information should not be leaked out until proven guilty, it said while adding that one will be constrained to seek legal recourse if no clarification and apology is given by police.
National NE Karate Championship
ITANAGAR, Oct 12: A strong contingent of more than 50 karatekas, accompanied by four officials, from Arunachal Pradesh will be leaving here for Sikkim on Thursday to participate in the 4th National North East Karate Championship, 2016 to be held at Sikkim from October 14 to 16.
Meanwhile, Arunachal Karate-do Association president Shihan Likha Tara advised the team to maintain strict discipline throughout the games and try their level best to bring laurels to the state.

INNAO, Oct 12: Adivasi Bordumsa lifted the 14th Diyun Circle Cup Football Tournament 2016 defeating the 2nd IRBn Diyun in the final on October 10.
HIren and Arun of Adivasi Bordumsa team were adjudged as the best player and the best goalkeeper of the tournament while S Basumatari of 2nd IRBn became the highest scorer.
The 'disciplined team' award went to NEO FC Kumchaikha.
Diyun EAC S Tayang gave away the prizes to the champions while Head GB of the circle Lajalah Singpho gave away the prizes to runners up team.

Lok Adalat disposes of 10 criminal cases
SEPPA, Oct 12: A total of 10 criminal cases were disposed out of 23 criminal compoundable cases and 3 bakijai cases, during a East Kameng Legal Services Authority, Seppa conducted two- day long Lok Adalat -cum- legal awareness programme which concluded at the ADC office in Seijosa here on Sunday last.
Further, during the awareness camp, Seppa CJM, T Padoh spoke on various provisions of CrPC and Indian Penal Code while, Seijosa ADC, K Riba spoke on Wildlife Protection Act and the Right to Education.
Advocates Sunil Tara, Jagu Gyadi and Nama Dodum spoke on Legal Aid and Consumer Protection Act, Assam Frontier Regulation and Victim Compensation Scheme respectively.
The programme was followed by interaction with the resource persons.
Hundreds of students besides, PRI members, government servants and GBs of the division attended the programme.
Event to facilitate interaction among Arunachalee students
ITANAGAR, Oct 12: To provide the students of Arunachal Pradesh studying in Himachal Pradesh an opportunity to interact with each other, a street football tournament cum interaction programme is being organized at Kala Amb, Sirmour, Himachal Pradesh from Wednesday.
The tournament was inaugurated by Nom Nyitan, who advised the students to keep in touch with each other although they are living in different parts of the state.
Teams from Hamirpur, Manali, Shimla, Ponta Sahib, Solan etc. are taking part in the tournament.
The students were also advised to focus mostly on studies by the speakers on the occasion.
The tournament will conclude on October 15.
Meeting held to review centrally sponsored schemes
PANGIN, Oct 12: A district level monitoring committee meeting of Siang district was convened at the DC's conference hall, here on Friday last, under the chairmanship of DC, Rahul Singh to monitor and review centrally sponsored schemes like; SPA, ACA, BADP, NLCPR, RIDF, SADA, PMGSY etc. being implemented by various departments in the district.
Addressing the meeting which was attended by Siang, District Planning Officer various HoDs, ADCs and PRI members, the DC said that the meeting was convened to get an overview of the developments in physical and financial status of all the projects of various departments. He stated that the meeting was not just for fact finding but to make an assessment of actual extent of progress achieved which was to be supported by further monitoring through spot verification.
He further instructed the ADCs to visit their respective jurisdiction to enquire about the progress of various projects. He also urged the HoDs to facilitate active participation of the PRI members who are more aware of the ground situation so as to make the project implementation more successful. 'HoDs should prepare and submit updated and timely status reports of the projects supported by photographs, failing which necessary action would be initiated against the erring officials', he added.
Discussions on issues like delay in project because of contractors not executing work on time, lack of support from general public, non-release of funds, non- functional hydro power plants, and deviation from DPR during execution of projects etc were also held.
DLRSO, P Ronya emphasized on proper land estimate to be given by the engineering department and clearances obtained from land department before commencement of any project leaving scope for further expansion without delay in future. (DIPRO)
CB Block Office inaugurated
PANGIN, Oct 12: A community development block office was inaugurated by Minister for Textile, Handicrafts and Cooperation, Tapang Taloh at Rebo Perging amidst the presence of Siang DC, Rahul Singh and a host of officers, here recently.
Taloh, who is also local MLA of the area, in his address apprised about various achievements, upcoming developments and beneficial schemes of the government.
DC, Rahul Singh also emphasized the importance of maintaining peace and tranquility in the society which are prerequisite for all round development. Joint meeting conducted on drug menace
NAMSAI, Oct 12: A joint meeting of all the NGOs, GBs, woman, youth and student organizations along with prominent leaders of the societies was convened on Saturday last to discuss the burning issue of drug and opium menace within Namsai and adjoining areas of Changlang district.
During the meeting it was decided to form a Central Action Committee to chalk out a road map to deal with the drug and opium issues. The committee proposed to form zonal action committees comprising of villages which shall be headed by a Vice President and members, drawn from youth and woman groups.
An adhoc and temporary committee to finalize the zonal units and complete formation has been constituted with the General Secretary of Tai Khampti Sinpho Council as chairman and heads of all the active NGOs, woman, youth and student organizations as members.
Meanwhile, the apex body, urged upon every citizen to come forward and extend support to the committee, administration and the police in fighting against the drug menace.

NE students organize cultural fest at Pondicherry
ITANAGAR, Oct 12: The Pondicherry University North East India Community (PUNEIC) organized bi-yearly cultural festival called FATHOM on theme: "Experience Northeast India's Colourful Heritage". The event was held on Saturday last at Convention cum Cultural Centre. Dr. Malabika Deo, Finance Officer, and Captain B. Suresh Babu, Marine Commando, Chennai graced the function.
Each state performed several dances with signature dances like the Adi Dance from Arunachal Pradesh, Bamboo Dance from Mizoram, Bihu dance from Assam, Khamba Thoibi from Manipur etc. The guests present were felicitated with north-east ethnic shawls. Large crowd joined the celebration. In a release PUNEIC claimed that after the event many of awed audiences expressed their wish to visit the North-Eastern states.
Residents lodges complain against RD
ITANAGAR, Oct 12: The residents of Narba Colony in Itanagar has expressed their anger at the authority of Rural Development department alleging that due to negligence, the boundary wall of the department collapsed blocking RCC drain of a private building causing inconvenience to many residents.
In a release, it claimed that following the collapse of boundary wall, the residents are not getting water supply. Apang Pabin, a resident has lodged a complained against the department with Police Station Itanagar seeking spot verification to initiate action against the department for negligence.
Takilalung enters semis of Odam Ering Football Tournament
ITANAGAR, Oct 12: Takilalung entered into the semifinal defeating Smart City team by solitary goal in the first quarterfinal match of the 15th Odam Ering memorial Football Tournament at JN College Football ground at Pasighat on Wednesday.

Schemes reviewed during DLSMC meeting
SEPPA, Oct 12: Schemes like; SSA, RMSA, MDM, SBM, Vidya and others under the Education department were reviewed and discussed during a District Level Steering and Monitoring Committee (DLS&MC) meeting held here on Saturday last.
East Kameng DC, Rajeev Takuk, who chaired the meeting enquired about the status of schemes undertaken under the Education department in the district and exhorted the department concerned and all stakeholders to cooperate and coordinate for judicious implementation of central and state-sponsored flagship programmes. He urged all linked agencies and departments to provide logistic supports to the education department in implementation of schemes. While stressing on the rationalized posting of teachers in the district, he has assured to fill the demand gap of teachers by pursuing the matter with the concerned authority. Emphasizing on quality education, he further suggested a mechanism for regular and proper monitoring of schools in the district.
DDSE, Kata Rangmo highlighted the progress and status of schemes undertaken in the district such as SSA, RMSA and MDM. He also spoke about the status of school infrastructures, teacher-student ratio, etc.

Golden Jubilee of Ruksin HSS

RUKSIN, Oct 12: Govt. Higher Secondary School, Ruksin, a premier educational institution of Pasighat-West area in East Siang district, has completed its 50 glorious academic years in 2016.
Established in 1966 as Primary School at present location, the school was upgraded to Senior Secondary with Science stream in 2009.
Situated at Assam-Arunachal boundary, Ruksin HSS has been playing major role in producing human resources in the region. Many bureaucrats, technocrats and medical officers have so far been produced from the school.
Meanwhile, a full-pledged 'Celebration Committee' has been constituted with Ruksin Block ZPM Tonggeng Panyang as Chairman and Marte Koyu, principal of the school as secretary to celebrate the golden jubilee of the school scheduled in mid December this year.
The celebration committee has appealed all alumni, parents and members of School Management Committee to extend their helping hand for successful conduct of the Golden Jubilee celebration.
Awareness campaign on Health & Family Welfare schemes
DUMPORIJO, Oct 12: An awareness campaign on various Health & Family Welfare schemes of GoI emphasizing on Mother & Child Health and Mission Indradhanush was jointly organized by Directorate of Field Publicity, Daporijo and Along unit of Arunachal Pradesh at Vivekananda Kendra Vidyalaya, Kuporijo in Upper Subansiri district recently.
The programme began with a public rally wherein students, PRI members, health workers, teachers, ITBP jawans, GBs and general public took part.
Later, a health camp was organized wherein over 20 children within the age group of 0 to 3 years were examined.
Speaking as resource person during the campaign, CHC Dumporijo MO, Dr. K Nalo appealed the participating pregnant women to avoid early conceiving in future and keep reasonable gap between two children. She also apprised the participants about various methods available for family planning.
Dumporijo CDPO, Dr. N Gusar informed the participants about various centrally sponsored schemes being implemented by the department. He also spoke on topics relating to immunization, SNP, pre-school education, breast feeding, Kishori Shakti Yojana, precautions during puberty and various vitamin deficiency diseases.
ADC incharge, Dr. Tagi Dango in his address appealed to all the participants to maintain cleanliness at their own homes and surroundings to remain healthy.
Daporijo FPO, P Sonowal and FPO, Mibom Basar also spoke on the occasion.

Several regional agencies are meticulously advocating for Chinese interests while
not highlighting any of Chinese aggressive and destructive behaviour and stand threatening
the peace, economic interests and helplessness of the ASEAN members. These agencies
seem to lack any strategic depth other than covert propaganda agenda for serving
deeply selfish Chinese interests while intentionally avoiding genuine concerns of
several worried ASEAN members regarding China’s true intent for the region. Everyone
appreciate economic bonding and development between China and other nations. But
China is not content with economic progress and global political empowerment. It
has a more sinister design in occupying territories and resources of other sovereign
nations with an aggressive stance while demonstrating disrespect for international
rules and regulations and has policy to arm twisting with weaker neighbours. A rising
China is a serious concern for global peace, political stability and democracy and
not everything with China is a win-

As a Freelance Social Worker and Blogger, I would like to draw attention from our people of Arunachal Pradesh that Charity is one of the most noble tasks that a man can do in his life. According to different religious beliefs, our life on earth is just a transitory phase of an eternal journey towards salvation. So, this brief period that we are on earth, which we call life, has to be lived with a purpose. For some people the true meaning of life is the joy of giving. They realize this dream of theirs by engaging in acts of charity.
A charitable person loves his fellow-
Today, the world is in greater need of charity than ever before. The gap between
the rich and the poor is widening. While on one hand, we have the billionaire businessmen,
sport stars and movie stars. While on the other hand we have millions of diseased
and starving men, women and children dying for that one morsel of grain that would
keep them alive. If all the rich people and even people who are reasonably well-
There is no denying the fact that sections from the rich have always contributed
towards the upliftment of the poor. Many big corporations, charitable trusts and
societies make good contributions in areas of poverty-
But this does not necessarily mean that one has to be a billionaire to show charity. Even simple actions like feeding a poor man for a day, or teaching a poor kid are acts of charity. Every person can do his own bit, and it would make some difference to another person’s life. Also, acts of charity should not be trumpeted. It should be done from the heart and not for publicity or other commercial purposes. The best form of charity is the one in which the identity of the donor remains hidden.
